In the US Army's ANSUR II survey (4,082 men and 1,986 women measured), the median head circumference was 57.4 cm for men and 56.0 cm for women, and the 95th percentile was 60.1 cm for men and 59.7 cm for women. An 8⅜ head (66.3–67.3 cm) is about 6 cm above the men's 95th percentile. The published ANSUR II summary doesn't give percentiles anywhere near this far out, and we won't make one up. It is very rare, and you already knew that.
