In the US Army's ANSUR II survey (4,082 men and 1,986 women measured), the median head circumference was 57.4 cm for men and 56.0 cm for women, and the 95th percentile was 60.1 cm for men and 59.7 cm for women. A 7¾ head (61.3–62.3 cm) is more than a centimetre above the men's 95th percentile, so it's comfortably in the top 5%. The published ANSUR II summary we used doesn't give finer percentiles than the 95th, so we can't say exactly how rare, only that it's well under 1 in 20.
